
Background
The U.S. Environmental Protection Agency finalized regulations in 40 Code of Federal Regulations (CFR) Parts 257 and 261 that establishes requirements for the management and disposal of coal combustion residuals (CCRs), also known as coal ash, from coal-fired power plants. The rule establishes national minimum technical requirements for CCR landfills and surface impoundments under Subtitle D of the Resource Conservation Recovery Act.
In addition to the technical requirements, the CCR rule at 40 CFR 257.107 specifies recordkeeping and reporting requirements for each facility to establish and post specific information required in 40 CFR 257.105 to a publicly accessible website.
